Repsol S.A. warned that approximately 90% of the crude oil it sources would not comply with upcoming European Union methane regulations.
EU Energy Commissioner Dan Jorgensen said Brussels is considering a one-year delay to the import requirements, potentially pushing their start date to 2028.
The proposed rules aim to curb methane leaks and flaring. Penalties for non-compliance could begin in 2030 and reach up to 20% of a company’s annual turnover.
Brussels is weighing a delay to safeguard Europe’s energy supply and pricing amid geopolitical tensions, following pressure from industry and major energy-exporting nations.
