The Railroad Commission of Texas approved a permit for ExxonMobil’s Rose Carbon Capture and Storage project in Jefferson County. Commissioners passed the measure in a narrow 2-1 vote. The dissenting official cited concerns regarding long-term safety and the use of taxpayer subsidies.
The permit authorizes ExxonMobil to inject 53 million metric tons of carbon dioxide into the ground. The company will utilize three underground wells for storage. Operations will span a 13-year period.
This project supports a broader plan valued at over $5 billion to build a global-scale carbon pipeline network. ExxonMobil aims to develop a profitable decarbonization business by capturing emissions for industrial clients along the U.S. Gulf Coast.
