Chinese semiconductor firms are aggressively recruiting experienced engineers from industry leaders in South Korea and Taiwan, offering significantly higher salaries and benefits to narrow a persistent technology gap. The campaign has prompted a series of high-profile legal cases and concerns over the systematic transfer of critical trade secrets.

In one recent case, a former Samsung employee was sentenced to five years in prison for leaking sensitive DRAM technology to China’s ChangXin Memory Technologies (CXMT).

South Korea and Taiwan are intensifying efforts to protect their core technological assets. South Korea has designated certain semiconductor technologies as National Core Technologies, a classification that carries stiffer penalties for leaks. It has also revised its laws to treat industrial espionage as a national security threat.

Taiwan has conducted raids on suspected illicit recruitment networks and amended its National Security Act to include economic espionage offenses carrying significant prison sentences.
