Bangladesh Bank authorized international digital payment platforms like Payoneer to operate via a new bank-intermediated framework. A circular issued on July 29, 2026, permits local authorized dealer banks to partner with foreign payment service providers. These partnerships will facilitate cross-border transactions for freelancers, e-commerce, and international service trade.
Local banks may now offer Digital Value Accounts (DVAs) as bank-linked digital wallets. These accounts link to a master settlement account to ensure regulatory oversight.
The initiative aims to modernize the national payment ecosystem and simplify foreign exchange transactions. Banks must obtain central bank approval by submitting partnership details and compliance measures before launching services.
