EU regulators are reportedly preparing to designate Microsoft’s Azure and Amazon Web Services (AWS) as gatekeepers under the Digital Markets Act (DMA). Sources familiar with the matter say an investigation is nearing completion and has found that both cloud platforms meet the criteria for the EU’s rules covering major technology companies. A final decision is anticipated as early as November 2026.
If designated, Azure and AWS would face new obligations intended to promote competition and fairness in the cloud sector. They would have six months to comply with rules that include enabling interoperability with rival services, preventing customer lock-in and not favoring their own products.
Failure to comply could result in fines of up to 10% of each company’s global revenue.
