The Competition Commission of India (CCI) penalized HP India and several resellers for bid-rigging and cartelisation on government procurement tenders. Penalties totaled approximately $15 million (₹143 crore). HP itself filed a leniency application, which initiated a broader investigation.

The CCI found HP India orchestrated anti-competitive behavior between 2017 and 2020. This behavior related to tenders for personal computers and printer supplies on the Government e-Marketplace (GeM). HP India dictated bid prices to its resellers. It also selectively withheld mandatory authorization forms to control bidding partners. Furthermore, HP India arranged for "cover bids" to create an illusion of competition.
