Japan's largest power generator, Jera, is partnering with Dell Technologies and UK-based AI infrastructure developer Rhaelm to build an off-grid data center near Tokyo. The project is valued at $15 billion. Its planned capacity is 400 megawatts.

The facility will be built on land adjacent to Jera's Chiba Thermal Power Station. It will draw power directly from its own gas-fired plant, bypassing the public grid to provide the stable electricity needed for AI computing. It is expected to be one of Asia's largest AI data center projects outside China.

Operations are expected to begin in phases around 2028, with full capacity anticipated in 2029. Dell will provide standardized rack-level AI infrastructure, while Rhaelm will handle development, construction and operation. The partners have signed a memorandum of understanding for a standardized framework intended to create a replicable model for future AI infrastructure projects in Japan and potentially other markets.
