Shares of Circle Internet Group (CRCL) rose more than 6% after the U.S. Office of the Comptroller of the Currency (OCC) finalized stablecoin rules on October 21, 2026. The rules implement the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act, signed into law in July 2025.
The framework sets federal standards for reserve backing, redemptions, risk management, and audits for payment stablecoin issuers under the OCC’s jurisdiction. It gives companies such as Circle, whose USDC is a dominant stablecoin, a clearer regulatory path. The rules are set to take effect on January 18, 2027.
The broader crypto market also reacted positively, with other related stocks gaining. The rules leave open the possibility that third-party platforms can offer yield or rewards on stablecoin balances, subject to case-by-case review.
