South Korea’s ruling party is proposing a Fair Trade Act amendment to facilitate external funding for SK Hynix. The revision targets the construction of semiconductor factories outside the Seoul metropolitan area.

Current regulations require grandchild companies like SK Hynix to maintain 100% ownership of any great-grandchild subsidiary. The new bill lowers this mandatory equity threshold to 50% for ventures in non-metropolitan regions.

This adjustment enables SK Hynix to form joint ventures with strategic and financial investors to share substantial fabrication plant costs. The National Assembly expects to review the proposal during its September session.
